There has been very little discussion in comments on the impacts of regional and local issues on the design of the Master Plan. It sometimes seems this plan is becoming a "one size fits all" plan. Non-salary issues within various groups may be very regional. Health care benefits and resources, grievance issues, incidental expenses, ability to access and attend out of District conferences or workshops, get to Sacramento, second language resources for parents, types and concentrations of business and industry as resources or groups with specialized educational needs, retirement needs and resources.

Yet, large scale for negotiation can be helpful for some issues like health care costs.

Proposal: State identify areas where it thinks it can negociate, arrange, or create exceptional benefits for districts or employees and local districts have the option of "Opting in."
