Unification of School Districts

The Governance Working Group Committee recommended that a report be commissioned that would compile all pertinent research regarding the effects of districts and school size and structure. This examination would explore the age old debate relative to size and structure versus local control. The Governance Working Group believed that a thorough examination would provide state policy makers with accurate and timely information regarding the issues surrounding unification.

There is currently little or no research that addesses the optimal size or structure relative to efficiency and effectiveness. It is premature to legislate unification prior to examining whether that structure is more efficient and effective. There are a number of very effective and efficient elementary and high school districts. An examination of all current structures is merited prior to the state recommending unification for all school districts.
