Some local school districts are either too small, or too fragmented, or do not reflect other local political boundaries. They may be less efficient or effective. Some local districts such as Los Angeles may be too large and have to add administrative layers or be out of touch with local needs. I think there is a very broad area in the middle where size is not the issue. Many middle sized districts would end up very gerymandered or out of touch with some constituents if they were forced to consolidate. Medium sized districts are often excellent examples of participatory democracy. Proposal: The Master Plan should require (recommend) k-12 unification of districts and provide the mechanisms for reexamination of size issues (large and small) where there is a need. |
