The background for Question 4 references current practice for local negotiations at both schools and community colleges, and recites Recommendation 7.3, which calls for statewide negotiation of nonsalary benefits.

Here at the community colleges, we are reading Recommendation 7.3 as applying only to K-12 school employees, not to college employees.  While this scope is not clear from the language in isolation, the context deals exclusively with school employees.
