I respectfully disagree.

To make public funding for schools dependent on the state only...with no option to create or provide add-ons at the local level...will continue to force a shift in public education decisions and policy to the state level.

There has to be an outlet for local agencies to provide what they believe is appropriate for educating the students at the local level. Yes, as an add-on and not as a core delivery.

That government decision closest to the local level will have the best potential to respond to local needs. California is too diverse of a state to have all decisions...or have all of the funding...determined in Sacramento.
