Retaining teachers

I work for the largest county system in the continual United States.  We have 33 different school districts ranging in size from 200,000 children plus to one or two school districts.  Part of the challenge facing smaller districts is that they don't always have access to master teachers with hundreds of year's experience.  Is there a way whereby these teachers could be available to provide support to the new teachers?  Could we employ technology to provide video conferencing capabilities to support and hence help retain these new teachers in these smaller districts?  The next obvious question is how would this support be paid for?
