The Master Plan proposes that equal effort get equal results. Therefore, if a community added a tax at a certain level, the money flowing from that would be the same. This would occur through a state subsidy should it be necessary. As you can tell, this could be costly so that is an issue. It does comply with the Serrano decision that generally equalized funding for schools.
