RE: Restructuring public school tax funding
I am very concerned that the emphasis on letting local districts raise funds for public school education repeats the problems that have occurred since Prop. 13. From the passage of that proposition to now, people who have any gripe about their local school district have frequently used the ensuing tax election to vote no on raising the revenue to fix the problems. Even changing the percentages needed to pass such issues hasn't fixed the problem. Rich school districts, who can afford to raise money for a significant election campaign, still can't count on publicity to bring out the necessary vote. Shifting any additional costs for improved public education to the local districts is going to continue the unfortunate California tradition of pushing unfunded mandates down to the local districts. The Master Plan doesn't adequately address the realities of funding these improvements. Elna Tymes |
