I absolutely do not think the state needs/should track formal education to workforce. The state has a difficult time doing what it should do, which is to support the districts financially, creatively, and with programs. If the State of California wants to ensure a successful transition to the workforce, they could monitor and provide funds for vocational training as well as create academic standards.
