Bob,
I absolutely agree with your assessment of training and placing special ed. teachers. I would like to add one more thought. All teachers should receive training in how to incorporate special ed. students into a school's curriculum and life. For example, a RSP student I know received an F on a test because the teacher (new) didnot know what to do/how to grade a special ed. student. That student was devastated and at this point will not touch that subject again. Special ed. teachers and students need to be a part of "the team". Special ed. teachers and students successes should be honored. And all teachers should know how to adapt a test to a special needs child.
