I would raise a caution in that the discussion seems to focus on the underperforming student. While this must be a concern, we can't forget about the bored student that isn't challenged by the current curricula. These students have been directed into the GATE program in the past, but I see in many districts this program suffering cutbacks. IDEA states that a child must be given "a free and appropriate education", where students not requirng special ed services are guaranteed a "free education". I would hope the MP can embrace the concept that all studnets are individuals with specific needs. Much like the IEP process in special ed, curricula needs to be more individualized (but not with all the paperwork, mandates and legal hassles attached).
