Re: Recommendation 13.2 This recommendation authorizes CSU and UC campuses to consider both objective and subjective personal characteristics equally in assembling "freshman classes" annually from among the pool of eligible candidates... I believe that this language should be expanded to include transfer students. It is apparent that capacity limits in certain majors and/or at specific campuses is increasing competition at the upper division level and essentially raising standards for admission to programs or colleges of first choice. Expanding this recommendation would allow for some subjective consideration in the transfer admission process and would provide for consistency with the freshman admission policy.
