I think this will be one of the real tests of the State's commitment to the Master Plan. Recommendation 20 says, "The State should quarantee suitable learning environment for all students including classrooms, facilities and buildings." This addresses uncrouded classrooms, adequate laboratory, recreational facilities, and lavatories. Reducing class size also creates the need for more trained teachers. We know these are meaningful and valuable reforms. They need to be part of the State's plan for education. But they are also items that can only come about when there is sufficient funding by the State. Are the legislators really meaning to fund this? Will this, otherwise, become just one more "unfunded mandate?"
