Collaboration between k-12 schools and colleges will certainly improve both and is valuable. But why is it neccessary to also eliminate the practice of additional weight for Honors and AP courses in admissions decisions. These are courses that are more challenging for students and students who successfully complete these courses should have their additional work acknowledged in the credit they get. UC admission based on the grade in a standard Biology class shouldn't be equivalent to the same grade in an Honors or AP biology class that's taught appropriately.
