Accountability is good. We all want accountability. Each of us should be accountable for what we produce. The method we use for determining what is produced is testing. Is there any value in telling the public that the students in Private School X had an average score of 70 and the students in public school Y had an average schore of 60. No! It only convinces the public (incorrectly) that Private School X is doing a better job than their public school. Test score results must be interpreted in terms of who the students are. Compare the calculus students in public schools to the calculus students in private schools. Forty percent of the students in public school would not be admitted to private schools in California. If the lower 40% of students in public schools were removed, the public school scores would be higher than private schools.
