Another aspect of accountability in testing is that if there are
no individual stakes for students taking a particular test, they
are not always motivated to do their best and actually
demonstrate what they know. This is particularly true for
middle and high school students. I would like to see state
"Master Plan" tests that can be used for multiple purposes
including college admissions and placement.
