What can a new Master Plan accomplish?

I'm not altogether sure what a new Master Plan can accomplish, but it marks an opportunity for the state to inspire creative thinking about public education. In particular, it has the promise of broadening and deepening public discourse about education by shaping what the press reports on when it turns to this subject. Perhaps a new Master Plan challenges us to move beyond comfortable platitudes regarding learning and teaching.
