I do agree with Anna Rappoport's assessment of widow's needs.  I
was shocked to read that non-working widows are paid at a higher
rate than those who have contributed to the system. If I understood
correctly, this means that if a man and wife work and contribute
1.6x dollars vs. another couple wherein only the man works contributes
1.0x dollars, the widow of the second is paid at a much lower rate?
Why?
