RE: Civic equality

I see Social Security as providing a balance between adequate and 
equitable benefits - so that those who earned less as workers get more 
relatively as beneficiaries, but not a fully equal amount.  This goes 
part way to civic equality.  Higher minimum benefits might be one way 
to get there.
