Why is it so difficult for Rep. Becerra to accept the fact that economists and politicians who are in favor of PARTIAL privatization, are emphatically insisting on keeping the safety net for needy individuals. This is a GIVEN. So, lets not waste time beating a dead issue.
Next, Rep. Becerra refers to "modest changes", but he does not tell us what these "modest changes" are. Is it because they are usually not likely to be passed by the Congress? As he knows all too well, there are only three ways to solve the SS riddle: reduce benefits, increase taxes or increase the return on the FICA taxes. Partial privatization relies on the latter. To be successful it must be started very soon.
