Clinton's plan does not reduce future interest payouts by reducing the debt unless OASI, DI and other funds no longer get credited with the interest in the form of new bonds. Anyway you slice it dice it or cut it, the debt increases. This is just a number indicating the amount of future taxation required to pay it off.
