those who find it reduces them to begging have a different feeling about
depending upon others than do those who can maintain their independence
and pay their way. if SSI, AFWDC, food stamps, are needed now when times
are declared to be good, they will surely be needed in future. but the
ones with the most means do not give the most.
unfortunately, Congress has been too charitable with their giving
entitlements without paying the revenues needed into the system. spousal
retirement annuities to those who never worked of 50% when they reach 62
is too much. we civil service retirees must pay for any spousal annuity
- and, then none is paid until the annuitant dies - which may mean none
is paid. that which is paid is taxed - while the spousal gift payments
of SSA are not taxed - and the payument goes to 100% if the retired
worker dies!
that is more "charity" than the revenues they voted can pay.
