AMEN!

This is exactly the issue.  What does living a decent life
in old age have to do with whether you worked or not?  

Certainly one measurement of the civility of a society is how
well it takes care of its elders and also how well it utilizes
its elders.

This may be welfare by another name, but "social security" is
what it is currently called.  Unless this issue is addressed
in whatever solution is adopted, alot of us are going to have
some mighty grumpy grandmothers who may just have to live with
us, in which case, social security will look like the bargain
of the century!
