The was the original rationale behind the desire to create a 
National Institute for the Environment. The NIE concept rose from
a desire to have an environmental presence outside of the
regulatory framework.

NIE also was originally configured NOT to include most of the 
issues related to environmental health, which are handled by the
various NIH institutes.
