Michael,
I will be the cynic on this. EPA may want to rid itself or try to
rid itself from the body politic, but the body politic, whether
from the legislative or executive branches will never allow EPA
to act free of the body politic. This was dramatically revealed
this year, when the EPA's computer systems were cut off for the
disguised reason of "national security," when the real reason
for the closure was the underlying politics of expanding TRI
reporting requirements and that a very influential Senator did
not like those requirements, had an ax to grind, and could (and
did) cut off the EPA's information and data life blood.
