Diversify! Protect against failure of one system by multiple means of access and multiple systems. Don't rely exclusively on the web, and don't rely exclusively on the EPA web servers. Look at building a National Environmental Information Infrastructure which brings together the Internet (and not just EPA's site), multiple library systems, mirror sites, environmental clearinghouses, universities, and regional, state, and local environmental libraries and public libraries to create a system that keeps on ticking when any one component fails. Diversify access, storage, formats,etc... Duplication is not a bad thing in the information world.
