Diane,

I agree that the difference between drafts and final copies can 
be significant.  For true transparency, however, perhaps it is 
desirable to allow public review of the different stages in 
preparing a document.  Would it be possible to provide a link to
a page that fully explains that the document is a draft and 
subject to revision?  This is the approach used when entering a
secure site.  A disclaimer is provided, and the user must click
on a button to continue in the process.
