I like Craig's idea of a citizen guide to participation
in public hearings very much. Having participated many
times is such hearings, it is difficult to know how to address
issues. Does the squeaky wheel approach of the affected citizen
really accomplish anything, or is it necessary to only address
technical aspects of permits, etc.?? Most of the affected
citizens feel left out of such hearings because they don't have,
or care to have, the technical expertise to participate fully.
