Pretty cool suggestions. I've also enjoyed the divergent ideas this forum presented. It is this type of deep thinking that helps solve difficult problems.

Your criteria list for campaign finances is:

1. It should enable and encourage fair competition

2. It should have means to reward and encourage citizen engagement and participation.

3. It should enciourage and provide for open discussion and media coverage of issues.

4. It should encourage faith and trust in elected officials through rewards for personal voter contact.

I'd like to add:

5. It should raise the level of discourse above sound bites and 30 second spots.
