Hurray for Iowa! It is a start.

There may be fewer "free speech" issues there than you might imagine. The same sort of regulation applies to product advertising.

The difficulty is in executing such a law. Who decides what is deceptive? When will this be decided? Are there penalties given to the candidate and or staff? Does this also apply to advocacy ads? Does a claim of ignorance let the individual off the hook?

It is a start. One can not refine something that does not exist.
