I don't believe the former can be sold politically. Aside from the certain howls from many voters about "their" money going to fringe parties and "nuts," can you see the present collection of "Republocrats" acceding to anything that would help Reform, Green, Libertarian, Socialist Workers, and other parties compete with their political duopoly?

The latter, of course, is what currently exists in part in the Presidential campaign funding system. Do you really want to see it expanded to include 435 House and one-third of the Senate seats every two years?
