Lobbying disclosure rules work well up to a point.

But the proposal to ban lobbyists from meeting with legislators in private seems totally unrealistic. Lobbyists are often ex-legislators or ex-staff. As such, they have friend-ships with the members they are lobbying. How do you preclude
two old friends from discussing matters over a meal? You can't.

This would be totally unenforceable.
