The answer to, "What might be cost or negative outcome of this action?" is simple. It will be more of, and on a much grander scale than, what we've already seen with the current limited Presidential public financing system.

In addition to the shenanigans practiced by the two major party Presidential candidates that we've seen, we can look forward to the same creativity from 435 House members and one-third of the Senators (and their opponents, of course) every TWO years.

Is this an improvement?
