Sarah,
Have you thoght at all about how we could cause such a change in the way that govenrment is conducted?
It seems to me that this would not require a Constitutional Ammendment.
It would require a change in the Rules of the House and the Rules of the Senate. As I understand it, these Rules can be changed at the beginning of any Congress. If this is true, we need only persuade th eincumbaents that they must change, or they will not be returned to serve.
