I belong to a group which has been studying campaign finance and we are intrigued by the public funding plan of the state of Maine. It seems to be a comprehensive, well-thought out plan which combines small individual contributions through a check-off on income tax forms, plus lobbyist fees and some public tax money. It also mandates some free air time. (Only fair, since the airwaves belong to us all.) The plan has survived several court challenges. The 2000 elections saw the first candidates choosing this option, and reports have been favorable concerning the experience and results. It appears to be a very good alternative to the money chase and appearances of corruption in our present system. As one person pointed out, no matter how honest you think you are, your thinking can be influenced by gifts of money!
