Whose first amendment rights are being violated in this scenario:
A legislative aid is assigned to open the mail for a state representative. The aid has been given a list of persons (big donors) whose mail is delivered immediately and directly to the representative's desk. The aid knows he will be chastised if that donor's mail doesn't reach the representsative ASAP. All other mail is "processed." If I were the writer who was shuffled off to the "when-we-can-get-around-to-it" desk, I'd ask: WHOSE FIRST AMENDMENT RIGHTS HAVE BEEN ABRIDGED!

I challenge you to have a private, off the record conversation with any of the thousands of legislative aids. They will tell you that this is exactly how they operate. The exceptions work for single-term legislators.
