I guess what I was trying to say about timeframes and ever changing local government officials that there often is an underlying stabilizing factor in the form of local, and often invisible, citizens who will not let "their" politician du jour drop the ball. Many of those citizens I have worked with would never be comfortable to serve themselves on big issue CAGs ( or make comments in fora like this!).
