>From my very limited experience compared to you all out there, I think that the timeframe might not be as big a problem as you think. Many of the "local government bodies" that were listed further up in this thread have their own volunteer citizens advisory groups. I have served on several advisory groups, solid waste, environmental, trees, in my hometown, under different mayors, city planners and political philosophies etc. These local groups engage in a lot of mentoring for new members, peer tutoring and can rise to the occasion, (I say this proudly). The membership is very consistant and bonded by sucesses and failures.I know that other then local municipalities having CAGs, so does my county health department and the Solid Waste Agency.
