Hello:

Mr. Lenny Siegel has raised a very interesting point indeed.

The USEPA should not forget the hidden future costs which will be attributable primarily to our not "cleaning up" sites to a truly appropiate level - the first time. Problems which are not properly dealt with now in an irresponsible and short sighted effort to minimize our short-term costs will probably increase our overall expenditures and long-term costs because we will eventualy be forced to address them again.

In addition, many opportunity costs which we will incur by not "cleaning up" properly the first time are not readily quantifiable. Nevertheless, they will EXACT a severe price from us all - eventually. Simple practicality demands that we not forget these hidden and difficult to quantify costs.

Lenny is very insightful.
