Mark - you raise a number of excellent issues, and I can tell you that the folks in EPA's Superfund community involvement program struggle with them day in and day out. Superfund seems to have more money for public participation that other EPA programs, nevertheless the resources are extremely limited even in Superfund. Unfortunately, we have a hard time reaching out to those who aren't tapped into the typical information sources like the newspaper or to those who have a tough time reading our fact sheets (which admittedly are written for a fairly high-level reader). I would like to be able to go beyond the typical public meetings and hearings to give workshops like the one-day Risk Assessment workshop, talk to classrooms, and interact more closely with orgs that speak for the groups you mention.

It's a tough issue.
