We've had some excellent comments so far today in helping define "local government" (thanks Eileen for a great start to a list and for pointing out even local offices of federal agencies should be listed in the info loop - and the value of a local county health officer / conservation commission is noted!). Again, I fully concur that "local government" should not replace a broader public involvement strategy.

Emily has brought up a key issue with many "local governments" - some may only serve a few years and information they receive probably is not passed on to the next person very well. Often it has taken many years to, as Emily puts it, to "come to the discussion about fixing the problem...Who, amongst the volunteer community members who dedicate their time to being a part of the process, can be expected to stay in the information loop that long?"

Any suggestions for EPA or local governments on how to overcome this timeframe issue?
