There is a docket in Washington, DC that will let you get full RMP information (including the worst cases) for up to ten facilities per month per person. If you are concerned about a small number of local facilities, get someone from one of the DC-based environmental groups to find your ten facilities for you. If you need more then ten, get more people or get the first person to come back every month. They won't be able to copy the RMPs, but they can take notes. You can get the narrative information (all but the worst cases) from EPA's Web site, so they won't have to take notes on that.

Of course this data gathering process is literally medieval -- like sending a messenger to hand copy part of a book at a distant monastery. But I guess that's what Congress wanted.

As for the suggestion re: permits and terrorism, I heartily concur. If facilities insist on building processes that can produce off-site exposure to toxic chemicals, then they need to protect against the terrorist threat.
