  • Subject: Terrorist Activities - Worst Case Scenarios - Permit Process
  • X-topic: Permits and Rules

Permits should include how potential terrorist's activities will be addressed and managed.

Since industry convinced congress that the terrorist threat is such a real threat that RMP (worst case scenario) information can not be made available to the general public, then industry must spell out, in detail in their permit, how they are preventing terrorist activities from happening at the permitted facility, and how they will handle terrorist activities if their system fails.

As to date, we have not been able to get RMP information from EPA. I am a member of the local LEPC and can not get the information.

We have been told it is because of the terrorist threat.
Since congress says this terrorist threat is a current and a real threat, should not the permit itself manage and control this threat to the public's satisfaction? Shouldn't the public be able to comment on terrorist management in the permit process?
