Again, I must point out that there is a big difference between a
large facility and a small business.  Public participation and
outreach should be closely tied to the facility's environmental
impact.  Or, in some cases, perceived environmental impact by the
local community.  We must be careful about "one size fits all"
approaches.  It does not work in the regulatory arena and we
should learn from this and not repeat the same mistakes.
