Good morning.  My name is Marci Kinter and I represent the screen
printing industry, a small business sector.  I believe that all
the information outlined by Charlie may prove useful, however,
the type and amount of information must be weighed against the
size and complexity of the facility.  Are you advocating that all
permitting activities should fall under this public involvement
proposal or just major activities, such as Title V or NPDES
permits?  Again, while it is not a large pilot program, the US
EPA is funding a multi-media permitting project for the printing
industry which includes an element of public outreach, dependent
on the facility's emissions.  All pertinent information will be
placed in an accessible public repository and managed by the state.

The key to this program, and it was developed through a FACA
consensus project, was to align public participation levels to
the facility's emissions.  Simply put, the larger the
environmental impact, the greater the amount of public involvement.
