A couple of years ago I prepared a guide for the Department of Energy called "A Guide for DOE Employees Working with Tribal Nations. It provides some history on the relationship between federal agencies and tribes, a discussion of the nation-to-nation relationship, and some discussions of Indian culture. You can download it at www.em.doe.gov/ftplinks/public/tribal/pdf.

Because of the nation-to-nation relationship that exists -- tribes are soverign nations -- you can have a collaborative relationship with members of tribes, or with staff of tribes, but not with the tribe as an entity. Conceivably, the U.S. government and the tribal government can develop a collaborative relationship. But individual EPA programs cannot really develop official collaborative relationships, even though you can develop highly collaborative person relationships with key tribal people.
