You make several interesting points regarding public input. Currently, the printing industry is involved in a pilot permitting program, PrintSTEP, that encourages public participation once the application is finalized. The pilot also encourages printers to reach out to the general public. Currently, pilots are ongoing in New Hampshire, Missouri and Minnesota.
