Adequate time for review - thoughts needed

I haven't seen much feedback on this issue yet today. What do you suggest that EPA does so that people can have enough time to review information so they can be involved? One idea I read was to make the information more readily available initally so people are up-to-speed or can become so quickly. (The suggestions were to either streamline FOIA or create a central location with all the information). What else???
