Just to start the conversation, I believe these processes can be more effectively used at different levels of government in the following ways:

Federal agencies - don't provide financial support for collaborative processes, or become directly involved, unless and until the recipients have a clear sense of how these processes will be used, and how the processes will be conducted

State agencies - just be more open to using collaborative processes; too many state environmental agencies seem excessively wary to try these processes and in the end do a disservice both to themselves and their constituencies

Local governments - be sure you have a clear sense of how you will approach using collaborative processes, and that top level officials support the effort
