Just to start the conversation, Greg Bourne offered a few suggestions to improve the use of collaboration at three levels of government: federal, state, and local. It almost always bothers me when people leave tribal governments out of the list of levels of government, but, then again, not many people have much practical experience in dealing with tribal governments. Do any of the panelists have any suggestions for use of collaboration by tribal governments?
